Running on empty. Our map of fuel rationing in 56 Russian regions, as Ukrainian strikes on refineries drain gasoline supply

The fuel crisis in Russia, deepened by Ukrainian armed forces’ strikes on oil refineries, is spreading to more and more regions. Local authorities are bringing in restrictions on fuel sales, and queues are forming at gas stations. Mediazona has compiled a map of gas sale restrictions across Russia’s regions.

In all, fuel restrictions have reached 56 of Russia’s regions. In 18 of them, the restrictions have been imposed by local authorities and are binding on every gas station in the region. As a rule, this means capping the volume of fuel sold per car (usually around 30 litres) and requiring fuel to be dispensed into the tank only, with sales into gas cans banned.

The harshest restrictions have been imposed in annexed Crimea and Sevastopol, where fuel sales to the public have effectively been halted.

A further 38 regions report partial restrictions: the limits are being set by gas station companies (we counted only chain operators and left out reports of limits at individual stations), while local authorities have issued no orders mandating such restrictions.

In 31 regions we found no reports of any significant supply disruption: here limits were set either by individual stations or not at all.

Crimea and Sevastopol

Since June 21, a complete ban on the open sale of fuel to persons has been in force at gas filling stations in Crimea and Sevastopol. Only emergency services, the police, public transport and municipal workers are allowed to refuel.

On June 26, the authorities in Crimea and Sevastopol declared a state of emergency “to bring order to matters of an economic nature”.

Adygea: partial restrictions

On June 24, the head of the republic announced “temporary restrictions on the amount of fuel dispensed to cars”. The authorities did not specify how many litres car owners are allowed to buy.

Dagestan

Customers may buy 20 litres of gasoline and 50 litres of diesel each.

Karelia

According to local authorities, 20 filling stations in the region have suspended operations. Some stations are applying “special fuel-dispensing rules”, meaning fuel cannot be bought above a certain volume. The authorities did not state the petrol limits.

Belgorod region

At Lukoil stations, customers may buy no more than 30 litres of gasoline and 60 litres of diesel each. Rosneft is not selling fuel into gas cans. Some Gazprom Neft stations have stopped selling AI-95 premium-grade fuel.

Bryansk region

Gas stations are barred from dispensing petrol into gas cans. There are no other restrictions

Kursk region

Refuelling is permitted into the tank only. Cans are banned.

Udmurtia

Fuel-sale restrictions in Udmurtia were brought in at Tatneft stations as early as June 12: up to 20 litres of AI-92 unleaded motor gasoline and AI-95, and up to 40 litres of diesel. By June 17, the limit on AI-92 had been lifted and the AI-95 limit raised to 30 litres.

Chuvashia

Lukoil has imposed a limit of no more than 20 litres of gasoline per car. At Tatneft a 30-litre-per-customer cap on AI-95 remains in place. AI-92 and diesel are dispensed at the chain’s stations without restriction.

Altai krai

There are practically no restrictions, though some stations are not selling more than 20 litres of petrol per customer.

Krasnodar krai

Regional authorities have imposed no fuel bans. Gasoline sales are restricted at some stations.

Krasnoyarsk krai

Some gas stations have brought in restrictions and limits on fuel purchases.

Primorye

Due to heightened demand for fuel, the Independent Petroleum Company (NNK) is not selling gasoline into cans at any of its stations in the region.

Amur region

Some filling stations in the Amur region have stopped dispensing gasoline into cans. A number of hauliers have run into diesel shortages.

Yamalo-Nenets Autonomous Okrug

Gas station chains do not dispense fuel in any container, only a gas tank. Smaller gas stations are struggling with the increased demand for fuel and adopt limits: no more than 40-70 liters per car.

Sverdlovsk region

Gazpromneft, Lukoil, Bashneft and Tatneft introduced restrictions on the sale of fuel at their gas stations.

Saratov region

Until June 30, the region introduced limits on the sale of gasoline for ordinary drivers. Local authorities have set a limit of 30 liters per car.

Perm region

Lukoil only fills gas tanks at several of its gas stations—sale in canisters is prohibited. Neftehimprom introduced limits: no more than 40 liters per gas tank and no more than 20 liters per canister.

Orenburg region

Since mid-June, restrictions on the sale of fuel to one person have been introduced at Tatneft gas stations. The owners of passenger cars are not sold more than 20 liters of gasoline and 40 liters of diesel fuel. The limit for trucks is 200 liters. Bashneft has set a limit of 30 liters of gasoline and diesel.

Magadan region

All types of fuel at Magadan gas stations are dispensed only into the vehicle’s tank.

St. Petersburg

At Gazpromneft gas stations you cannot buy more than 30 liters. Restrictions also apply at some Tatneft stations.

Kaluga region

At some Rosneft gas stations, fuel is sold only to ambulances and vehicles of the Ministry of Emergency Situations. Other network companies set a limit of 30 liters, and Lukoil stopped filling canisters.

Ivanovo region

Ivanovo gas stations respond to increased demand for fuel with limits: no more than 30 liters of gasoline or 80 liters of diesel per person. Filling canisters is prohibited.

Kaliningrad region

The authorities have introduced limits on the volume of fuel sold to one person. At large gas stations you cannot fill the tank with more than 30 liters of gasoline and 60 liters of diesel.

Lipetsk region

The authorities of the Lipetsk region have extended the previously established restrictions on the sale of gasoline, according to which residents can purchase no more than 30 liters per car. Governor Igor Artamonov explained that this was necessary to prevent “a new sharp washout of fuel from gas stations.”

Omsk region

The authorities have introduced limits: 40 liters per car for gasoline and 80 liters for diesel, except for highway gas stations, where the limit for diesel fuel is 200 liters.

Ulyanovsk region

The regional government introduced restrictions on the sale of fuel from June 25 “to eliminate speculation” and stabilise the situation. You can buy no more than 40 liters of gasoline or 100 liters of diesel fuel per passenger car and no more than 300 liters for trucks and buses.

Zabaykalsky krai

Since June 25, the region has been in “high alert mode.” Fuel supply to individuals was reduced to 15 liters—and only for car tanks. Fuel companies were required to provide an “irreducible reserve” of fuel for emergency and operational services.
